Patrollers assisted a merchant in removing an aggressive panhandler in front of 825 E. Broad. The panhandler left the area. A short time later, the panhandler returned. CPD was notified of the situation via 645-4545. CPD Car 71 responded to the scene. Car 71 advised that the panhandler had active warrants for passing bad checks. Car 71 placed the suspect under arrest.
